Q cleanup now automatic

QuakeNet accounts and channels expire when they haven't been used for 80 and 40 days (respectively).

The logic required to safely select which accounts were inactive had previously been unsafe in the presence of netsplits, and as netsplits are hard to detect automatically we required a developer to manually execute the cleanup process.

However Q has a shiny new netsplit-proof-awesome-authtracker, which can track users across splits, and as a result we've now scheduled the cleanup to run automatically everyday at 1am.
