There's a new feature in Q to prevent join-flooding:
/msg q chanflags #channel +c
Will turn on the automatic channel limit.
/msg q autolimit #channel #10
Will set the adjustment value to the channel.
The limit is changed every minute if needed.
Also, the reason why Q was down yesterday was because of some memory/filesize- limit's were reached. This has now been fixed.
