SplatterWorld adds a new server to the IRC cluster

In order to compensate the loss of 3750 user slots within the .de irc from the EuroClan.de server the SplatterWorld team has brought up server #7 with additional 4000 slots for Germany. This pushes the overall capacity of the SplatterWorld cluster up to 30000 slots.
